Key Architectural Differences
1Power BI Free License Viewer Access
F64 is the minimum SKU in Microsoft Fabric that permits users with free Power BI licenses to consume reports and dashboards without buying individual Pro licenses. For organizations with over 80-100 consumers, upgrading to F64 often pays for itself by eliminating Pro license fees.
2Microsoft Fabric Copilot Features
Copilot can qualify on paid F2 or higher with current region, tenant, permission, and feature requirements. F64 is a separate organizational free-viewer licensing threshold.
3Raw Compute Throughput
F64 has twice the nominal CUs of F32. Actual throughput and response time depend on the workload and must be measured; they are not guaranteed to scale proportionally.
Choose F32 if you are running developer/test environments or small production workloads where all consumers already hold Power BI Pro licenses. Evaluate F64 when qualifying organizational free-license Power BI viewing is required. Check Copilot eligibility separately.
